After joining COBRA, he improved and perfected the "brainwave scanner" invented by his predecessor, the nefarious Doctor Venom. He uses this chillingly effective device to brainwash anybody who opposes the policies of COBRA COMMANDER.

Dr. Mindbender prefers to work out of his remote arctic laboratory to remain far away from the prying eyes of the G.I. JOE team.
